Overview of the Peer Review Forum

The Peer Review Forum is a group of community advocates who are focused on ensuring transparency and accountability of all stakeholders – including the Civil Society – engaged with the HIV response in Nigeria.

Implementing a cost-effective programme can improve the mile we can cover with limited funds. Ensuring transparency and accountability in the management of resources devoted to HIV management will help improve on the cost-effective approach to HIV programming. There is therefore the need to have watchdogs provide oversight roles for the management of funds developed to HIV management in Nigeria. Holding stakeholders accountable to the HIV Response and pushing for maximize impact is one way to go in the face of dwindling resources.

The Forum organizes the annual CSO Accountability Forum in Nigeria as part of its mandate on ensuring transparency and accountability in the national HIV response.

CSO Accountability Forum and Partnerships: The CSO Accountability Forum is a platform through which the collective body of CSO working on HIV related issues in Nigeria, annually review the progress made with the HIV treatment, prevention, care and support response in Nigeria; identify gaps, and discuss what more needs to be done to close the gaps identified. The outcomes of the meeting are then moved forward as an advocacy agenda for the next year.

Membership of the Peer Review Forum: The current composition of the Peer Review Forum includes 11 long term advocates working in the field of HIV response in Nigeria. New members of the Forum shall be decided during the March meeting of the Forum. The forum currently runs a flat structure.  Secretariat support is provided by the New HIV Vaccine and Microbicide Advocacy Society.

Meetings of the Peer Review Forum: The forum shall hold three meetings every year – March, June and November. The March meeting shall be dedicated to planning the CSO Accountability Forum. The March meeting can only hold if a quorum is formed. A Quorum is said to be formed when 5 of the 11 members are present for the meeting.  The November meeting shall hold in the evening of the last day of the CSO Accountability Forum. The meeting shall be dedicated to reviewing the outcomes of the Forum. The June meeting shall be an open meeting where it is possible to invite other persons who are not members of the Peer Review Forum to attend. Minutes of the meeting shall be kept by the Secretariat.

Roles and Responsibilities of the Peer Review Forum
  • The Peer Review Forum shall be the sole organizer of the CSO Accountability Forum in Nigeria. It shall have the mandate to design, plan, and execute the annual CSO Accountability Forum.
  • The Peer Review Forum must work in partnership with the local financiers – NHVMAS, CISHAN, TAM, NEPWHAN – to plan and implement the CSO accountability forum in Nigeria. Other interested local financiers shall be approved at any of its meetings
  • The Peer Review Forum shall decide the theme of each annual CSO Accountability Forum
  • The Peer Review Forum shall constitute the Local Organising Committee (LOC) to support the planning and implementation of the annual CSO Accountability Forum.
  • The Peer Review Forum shall be responsible for the fundraising and shall recommend the local partner(s) to receive and manage all funds related to the implementation of the CSO Accountability Forum.
  • The Peer Review Forum shall synthesis the outcomes of the discussions at the CSO Accountability Forum and tease out the advocacy agenda for the year.
  • The Peer Review Forum shall lead the advocacy programme for the year. Where there is a need, it shall delegate and or contract the implementation of its advocacy programme to relevant organizations or institutions.
  • The Peer Review Forum shall ensure the outcomes of the discussions at the CSO Accountability Forum are adopted at the National AIDS Council.
  • The Peer Review Forum shall promote the implementation of all HIV and AIDS-related policies and guidelines in Nigeria with the aim of ensuring the country meets its regional and international obligations.
  • The Peer Review Forum shall play watchdogs role at all times for the national HIV response with the aim of ensuring all the stakeholders -including CSOs – are transparent and accountable to the community they serve.

The Peer Review Forum shall implement other activities as deemed necessary only after reaching a consensus at any of its quarterly meetings where a quorum is established.

  • Set the dates and theme for the CSO Accountability Forum annually
  • Create public awareness of the programme
  • Mobilize resources for the programme
  • Build local and international partnerships for the CSO Accountability Forum.
  • Organise the CSO Accountability Forum
  • Develop and disseminate a communiqué and advocacy agenda from the discussions and outcomes of the CSO Accountability Forum
